Who gives the most development aid per person?

Foreign aid saves millions of lives — and per person, the most generous givers aren't the biggest economies. In 2023, Norway's net ODA per resident made up 22.8% of the combined per-capita total across these seven donors — roughly four times the United States' 5.6%, which ranks last. Volume and generosity are different leaderboards.

Context
The grid compares net official development assistance per resident in 2023, measured in constant 2024 US dollars, using OECD data via Our World in Data. Each donor's share is its slice of the combined per-capita total for these seven countries — a measure of generosity per person, not of population or total budgets.
Germany's 14.3% share edges out Denmark's 12.6%, while the United Kingdom (7.9%) and the United States (5.6%) trail the Nordic and Benelux donors by a wide margin. Most countries spend less than 1% of national income on foreign aid, so even small increases could make a big difference.
The stakes are concrete: PEPFAR has saved millions of lives from HIV and AIDS, and GAVI has vaccinated hundreds of millions of children against disease. Measurement matters too — a significant share of aid is spent within donor countries on refugee hosting, scholarships, and administration rather than overseas.
