Who gives the most official development aid?

Foreign aid has saved millions of lives — PEPFAR's HIV treatment, GAVI's vaccines — yet most donors give less than 1% of national income. In 2023, tracked donors gave $211 billion in net ODA (constant 2024 dollars), led by the United States at 31.3%. Big dollar totals aren't the same as generosity per person.

Context
The United States was the largest single donor in 2023, accounting for 31.3% of net ODA, followed by Germany (20.1%) and EU institutions (18.3%). The United Kingdom (9.4%), Japan (8.4%), and Norway (2.4%) follow, with all other donors making up the remaining 10.1%.
Dollar totals measure size, not generosity per person. Most countries spend less than 1% of their national income on foreign aid, and even small increases could make a big difference.
Measurement matters too: a significant share of aid is spent within donor countries on refugee hosting, scholarships, and administrative costs rather than overseas. The track record is also mixed, with successes like PEPFAR and GAVI alongside failures such as the WHO's Global Malaria Eradication Program.
