Who gives the most development aid per person?

Context
The grid compares 2023 net ODA per resident, in constant 2024 US dollars, across seven donors. Norway leads at 22.8% of the combined per-capita total, followed by Sweden (19.7%) and Luxembourg (17.1%); Germany (14.3%), Denmark (12.6%), the United Kingdom (7.9%), and the United States (5.6%) trail.
Per-capita giving favors small, wealthy countries with large aid budgets relative to population. The United States is the world's largest donor in absolute dollars, yet ranks last on this per-capita grid. Most countries spend less than 1% of national income on foreign aid, so even modest budget shifts move these rankings.
One caveat shapes the numbers: many donors spend a significant share of aid domestically, on hosting refugees, scholarships, and administration. The money that flows abroad supports programs like PEPFAR, credited with saving millions of lives from HIV and AIDS, and GAVI's childhood vaccination campaigns.
